Default Field Controls Power Venter runs constantly

House build in 1987 and presume this Field Controls unit was installed then. Is it connected to flue pipe for gas furnace and water heater. Unit appeared to run the entire time I was inspecting the house (about five hours). Heating system and water heater did not run much. I know the newer systems are tied to the furnace controls such that the power venter will only run when needed. Any idea if this old one should cycle on/off as necessary? Can't imagine it is supposed to run constantly.
