    It doesn't need a cover, but it needs a cable clamp.

    Congratulations you have found another mystery box. It's really speculation at this point, but apparently the person who did this was thinking that he may make a splice in that metal box. There are several issues that I see in the photo but none that I would lose sleep over unless those individual conductors that are wire tied are carrying line voltage, that is a big no no. The good news is the jb does appear that it will remain accessible even if a splice is made.

    John,

    There are three big concerns that I have.

    1) There is no bushing/clamp protecting the cables going into or out of the JB on the right side. The wires may well fray or be cut.

    2) The left side of the JB shows the Gray cable exiting the from the top of the JB.

    3) There is no cover for the JB. And if there was one, it would crush the gray wire.

    Personal opinion, "Here comes the Red Tag".
