    M1401.4 Exterior installations.
    Equipment installed outdoors shall be listed and labeled for outdoor installation. Supports and foundations shall prevent excessive vibration, settlement or movement of the equipment. Supports and foundations shall be level and conform to the manufacturer’s installation instructions.

    Then go to:
    M1308.3 Foundations and supports.
    Foundations and supports for outdoor mechanical systems shall be raised at least 3 inches (76 mm) above the finished grade, and shall also conform to the manufacturer’s installation instructions.
    Typically, they will want a concrete base to set the unit on.

    We see alot of pre-fabricated fiberglass 3" inch platforms that are acceptable.

    If you are in a wind zone, those likely *are not* acceptable.

    Also, what does the manufacturer say to mount their condenser units on?

    Down in South Florida, I called those lightweight pad (some where lightweight concrete with polystyrene beads in the concrete to make it even lighter) "flotation devices".

    If you are in a flood zone (SFHA), those are also likely not allowed.

    Just because the manufacturer of the flotation device says you can use it does not mean you can use it.

    No high wind zone here. The fiberglass pads are usable in our neck of the woods.

    I would only write it up for repair if the condensor units were out of level (otherwise move on).
