Default Poly film stapled to floor joists in crawl space

Inspected a house that had a vapor barrier on the ground as well as ploy film stapled to the bottom of floor joists with insulation installed. Aside from not being able to inspect the structure and moisture concerns that could develop are there are other concerns that should be included in the report other than remove it?

    Thanks,

    Jim

I've seen this a few times, crawlspace or unheated basement with poly stapled to the bottom of the floor joists above. The poly helps to keep the insulation batts in place. I tell the client it is wrong. However, I have never seen moisture condensing on top of the poly, unless there was a plumbing or a roof leak.
It is wrong to trap moisture in the joist cavities. But I have never been strong on removing the poly if there is no sign of a problem. I tell the client to check for moisture.
