    That looks like a 60 year old house. From that one tiny pic, I would agree, that there appears to have been some upgrading or repair. Is there a crawlspace?

    Looks like a concrete flash wall - perimeter concrete placed to help minimize water intrusion issues

    The inner wall is higher - standard height.

    Are you sure that there is an actual wall to the exterior?
    Or, is it that there was a course of block set at the foundation to support concrete to shed water away from the foundation wall?

    The foundation is a half basement with about a 4' block wall and 1 block above grade. The basement is finished. I would think the outer row of block goes down to the frost footing and is some how tied into the inner row of block.
