My understanding is the Definition of Water Heater in the California BuildingCode means All Standard Water Heaters .

This is a Cabinet Water Heater Heater so the question is would this be considered a Standard Water heater under California Building Code?

It is called a table top water heater. Here is the manual for it. There's no earthquake strap info in there, AFAIK.
