 - listed and identified as weather-resistant (WR)
 - listed and identified as tamper-resistant (TR)
 - GFCI protected
 - and if that enclosure is not a raintight enclosure, then the receptacle outlet also needs to have a bubble type cover for it (was there a door over that area, or was it open?)
 
 That looks recessed into the wall, is the proper wall insulation R-value in the wall behind it?
 
 That water heater is bottom fed, does it have an atmospheric vacuum breaker installed?
 
 Is that cord rated for that use?
