    Probably either a solenoid controlled shut off valve or a circulating pump, I'm inclined to go with solenoid controlled shut off valve as it does not look like any circulating pumps I've seen.

    Looks OK to me.

    It either cuts off water flow or boost water pressure.

    That is a Honeywell motor actuated valve, usually used as a zone valve for hot water heat. The only ones I have ever seen are 24 volts.

    If that gypsum partition covering is the fire protection between the units it needs fire taping/sealing. Also, how does one access that electrical J-box?
