    Default Spares at Top of Panel

    Is there any code/restriction preventing the allowance of two blanks at the top of a panel for future Surge Protector, or must you "fill from top" and continue down?

    No specification as to placement of breakers within the panel other than to comply with the manufacturers instructions.

    The only possible issue is the bus stab rating.

    Thanks, I thought so..... I never came across any restrictions anywhere, but in talking to a sparky a while back he indicated that they had to start from the top per code. It didn't sound right to me, but I didn't have time to follow up on the comment.
