    No.

    BUT ... many panels are plenum rated.

    Be that as it may, looking at that closet, that is "environmental air" passing through there, the closet is not a "return air plenum".

    The greater issue I see, which may not be a problem other than looking like it in the photos is ... is there 3 feet in front of the electrical panel at the left edge (toward the angle corner)?

    Looks to me like it is not going to make the 3 feet minimum working space in front of the panel.
