    It looks like it may be the quick setting grout like cement.

    The crown is a water entry point. It does not extend past the edge of the chase and I can envision it wicking water into the chase.

    The counter flashing should extend farther to at least cover up the chimney flashing.

    There are many elastomeric coatings available to sweeps for coating crowns. Could be one. However, doesn't do much good if those cracks and seams are not sealed. Capillary attraction will draw water in under this crown and it will fail.
