    Don't think I've ever seen one that didn't have sealant around them.

    Most skylights are not flashed properly. Thats why I tell my clients most of the skylights are just a hole in the roof covering.

    Around here (as opposed to northern and coastal areas) anytime I see sealant it sends up red flags as a patch job. In my opinion there should never be any sealant of any kind visible on a sloped shingle roof.

    Now, having said that, your picture looks like the sealant is oozing (technical term) from between the frame from the initial install. I would be checking for any water stains inside and not be overly concerned if I saw no other indicators.
