    I always do. Whether it's a wood or composite sill or a brick sill it should be sloped. Sills w/o a slope is pretty well standard in new construction around here with the lack of training among the subs. I tell my clients words to the effect that anytime you leave a horizontal surface for water to linger on bad things will happen. At best it's surface rot damage. At worst it's water in the wall cavity and lots more nasty things are possible from that.
