    Yes, that is one of those newer screw-in fittings and it is not screwed all the way in.

    Not if it has a field around it to repel water.


    Seriously, I would wrtie it up for repair. The purpose of the whip is protect the wires form the elements and damage. Although it is unlikely that a lot of rain will enter (unless wind blown), it is still an entry point. If the connection at the condensing unit is lower than this level, the water will be flow into the unit.

    Write it up.
