The owner can have it fixed. Just extend the pipe vertically above the window. Ugly but effective.

I'm sure, the HOA will not let the owner to do it.

Did you look up the specs for the vent clearances to a window from Rinnai? They are sometimes much closer than you think they should be. Is that where you got the 48" from?

    No, it's not.
The 4 ft is from just common rule.

Search for that model Rinnai manual and look it up in the installation instructions. I think it is 36" in Canada, but 12" is good enough for you'all.

Page 26. It is 12" in the USA.

Not that anyone is reading the installation instructions you posted or anything ... ... but I think you meant page 29.

Or could it just be my small Samsung Galaxy Note 2 phone screen (as has been suggested in another post).

Dude, that's kind of your job here. If there is a question, you need to look up the model number and verify before reporting as long as the information is available.

refer to manufacturer which likely requires minimum of 4 ft to operated window remember one is intake and one is exhaust that likely can be added to to force adequate clearance Also expect for Navien gas line must be 3/4 and gas line should have a sediment trap
