    The tape was used when the home was built. I don't see a problem with it.

    I did notice that the line on the 30 amp breaker above the Red tape looks like it is burnt.

    Yeppers.

    Just not black, red, brown, whatever (except white, of course, but why put white tape on a white conductor?) tape on white conductors.
