Default bolts through concrete block crawl space

What would be the purpose of these random bolts attached to pieces of 2 x 8 boardsphpV65ilePM.jpgphpUqeg7IPM.jpg

in a crawl space. They are not attached to the ledger board for the deck on the other side of this wall.

    Thanks.

Yes, ledger but holes and spacing may have been made by mistake if there is an existing ledger above them. So, rather than leaving obsolete holes in the block they left the bolts and plates to fill in. The first pic shows most of the bolts do not appear to be random, they are more horizontal, equally spaced and are consistent with an intended ledger.

Well first of all, technically speaking, those are pieces of 5/4" x 6" treated decking, not 2" x 8" boards.

Secondly, please post a photo of the exterior so we can see what's going on. If it's for a deck ledger, it seems quite low. Typically, decks are attached at floor joist level so people can walk out onto it without walking down steps.

I know it's a crawlspace, but maybe it's a homeowner version of this (obviously just a guess without exterior photo):

Well second of all, technically speaking, those are pieces or 2x6 (nominal) treated boards.

I agree that, if you want to get technical about it, those pieces look more like 5-1/2" wide when comparing them to the block (and the presumption is being made that the concrete blocks are 8-8-16 in size ... 8x8x16 nominal as the concrete blocks would be 3/8" less in dimension to allow for a 3/8" mortar joint).

I disagree on the thickness of the lumber as the thickness looks to be closer 2x boards.

Thus the thickness would be 1-1/2" rather than 1-1/4" (5/4) ... but then, neither one of us was there, were we ... so what's a 1/4" here and there from the perspective of the photos?
