Default Chimney cap - any chance there are worse problems underneath?

The inspection revealed a worn cap, with rust coming from the bolts underneath and a small amount of soot built up around the middle areas. The furnace is a couple years old. Is the amount of soot normal or could there be bigger problems going down the stack, worn liner, etc?

    Thanks!

The oil burner was, at some time, burning to rich and causing the soot. Something like an oil lamp when you raise the wick to high. The burner needs to be checked. The lack of available combustion air may be a problem.

The cap appears to not have enough space for the gasses to vent well.
