There was bulk water stream down the fire box walls.

Maybe it was installed in a unit with a sub panel.

Looks like someone removed the damper and a few firebricks to get a chimney liner down for a wood insert stove that was later removed but the fireplace was never repaired. Some firebricks, parge with Chamber Tech 2000 and a top mounted damper and Bob's your uncle unless there are other issues with it. About a $1,500-2K repair depending upon local market conditions. Look on the bright side: without a pesky throat damper someone can stand up and hand parge the smoke chamber right up to the first flue tile making a smooth transition that reduces the chance of smoke spillage while improving the chamber's dire durability. Level II inspection triggered.

Keep the fire in the fireplace.
