Commercial - new construction- Low voltage systems - Conduit required?

Hello

New construction in Rivera Beach Florida, 19 story condo. Low voltage systems CCTV, Access control, A/V, Intrusion alarm for the common areas - typical to have back boxes with emt stub ups in the wall to above finished Ceilings but is that a code requirement? Can plenum rated cable be free ran inside the walls? Can devices be mounted directly to sheet rock wall and butt splices be inside wall with no backbox? Owner doesn't want to pay for conduits.....
