    That looks like a carport for a mini!

    The plate on that column has only two places for securing. I don't know of any specific requirement for 4 securing points.

    Distance between structure would depend on local ordnance's.

    Yep, that's a carport.

    All depends on the uplift and the steel properties - i.e., depends on the engineering.

    Does anyone know the minimum distance between building structures?
    Depends on the rating of the walls and any openings in those walls: 0 feet, 3 feet, 5 feet, 10 feet, 20 feet, or 30 feet.

    Agree with the above and highly recommend "Significant Changes to the IRC 2006" by Hamid Naderi PE & Douglas Thornburg AIA, IMHO a must have for all inspectors. The attachment below is from Section 302 which has been totally changed from the 2003 version.
