Default Low voltage wiring within panel - question

While I know to write up the transformer located within the panel due to low voltage side being on the interior, I am inclined to apply same rule on the other wires from the same run (coiled in bottom) that go to the load meter sensor rings around the two main wires for the demand metering unit. The home no longer uses the demand meter since the utility stopped their discounts for all electric homes here, but was this improperly installed to begin with? 1991 home in Ohio. Do these demand units have allowances I should know of?

That article does not apply. The wires are not fire alarm nor broadband communication wiring.

All answers based on unamended National Electrical codes.
