    Default stucco moisture barrier

    Stucco - moisture barrier installation.
    A builder is building an 1-story house for me in Texas. The facel of the house is supposed to be stucco and all other sides are masonry.
    The builder uses different moisture barrier materials: a thick thermal barrier panel sheet for masonry and a thin moisture barrier sheet for the stucco.
    Their subcontractor used a wrong sheet for the stucco but found the mistake after the soffit was installed.
    They tore down the wrong sheet below the soffit and installed the correct sheet from the soffit and below: discontinuity between 2 sheets; above and below the soffit.
    I complained that the sheet should be taped properly so the condensed water inside the soffit area can flow down and diverts to the outside of the wall.
    However, they taped the newly installed barrier sheet to the soffit. The builder insists that there is no worry of condensed water inside of the soffit area since the stucco wall starts from the soffit.
    Is this acceptable?
