Default Water Heater TPR Valve Termination

I was hoping to find suggestions on where to terminate a water heater TPR valve in an area subject to freezing and sub zero temperatures.

Unless the water heater is located on those temperatures (which is not a good idea anyway), the T&P is required to be terminated in the same space as the water heater is located.
