What do the approved documents state/show?

I'd reference that sheet number and the detail number, then state 'not as shown on the approved construction documents - contact the building department for any revisions and/or amended documents' ... unless you do that and in know that no revised/amended documents were submitted and approved.

    Charlie,

It looks like ... (famous last words) ... that column should be in the center of that elevated support.

'Looks like' it, but is it supposed to be in the center?

    99.99% 'sure looks like' it.

The builder will likely tell your client "It's okay, many end up that way, never had a problem with them ... ("yet", but the contractor won't say the "yet" part as that is indicative of 'yep, I know it's not right, but until I get caught or it becomes a problem, I'm okay with that sloppy work').

The load on that column base is most likely to have been designed to bear in the center - and the footing underneath was also likely designed to have the load on that column base at the center too.

Eccentrically loaded footings are more prone rotate and create problems. Like standing there with your arm out and holding a quarter, then someone has you hold an empty glass, then someone fills the glass, then ... at some point you will no longer be able to hold your arm out ... that's when bad things begin to happen.

How bad could it be? So I drop the quarter and spill the glass of water.

That was you one rationed glass of water for the week. The quarter was a 'red herring'.

Yes, I would write it up. Where I live, we have to think about earthquakes and land movement. Sudden jurking and rolling around, ect.
