Default What happened to this lightning arrestor?

Found this on todays inspection. The housing for the lightning arrestor was seperated and a clear goo had oozed out. I don't know much about the internal components of these devices. Can someone fill me in on what this is and a possible reason why it happened.

    Thanks!

Call for it to be replaced due to improper installation and leakage of foreign substance inside the panel.

It looks like the equipment has taken a hit. Surge protectors of any kind have a limited life according to the amount / number of hits taken.

I doubt that has a UL listing, not that I would want to touch it to find the mark.
