With GFCI protection OK! No Pro, no go!

That surface wire is not good.

Otherwise, being under the sink is not prohibited, nor does it require GFCI protection.

Now, under my kitchen sink, I have a two gang box with two duplex receptacle outlets in it, facing up - BUT - I have a two gang bubble type weather proof cover over it.

I'd at least note that most things likely plugged in there (dishwasher, disposal) would require a grounded receptacle to accept the required grounded plug.

    ???

    That is a grounding-type receptacle.

Yup.. I had to go back and re-look and say, whaaat?

No need of gfci protection. As previously stated, that exposed surface wire should be protected.

By the way, is that blue thingy (technical term) a water filter with the filter removed?

Sorry. Looked at that, got distracted, can back to post, *thought* I has seen an ungrounded outlet, and didn't look back to check...
