    I think I'd recommend further evaluation by someone in the concrete rehabilitation business. If the rest of the rebar and concrete looks similar, it's a definite "remove and replace". Without knowing more about what's going on (picture is too fuzzy to assess the degree of possible rebar section loss, or to determine if it's a beam stirrup or just a sacrificial spreader pin someone scabbed inside the form to hold it before the concrete showed up), I'd be hesitant to recommend a detailed repair plan.
