Footing and joist configuration
The photos are not the greatest, but I would appreciate input. It is a large deck footing, and the "sill plate" has been cut and blocking added on each side. JDLR

Its missing the second plate, missing blocking, king studs, and it looks like you may have some fungus infection in all the damp wood next to the missing PT plates. Along with missing joist flashing. can't see are there any straps?
