I'm sure those good ole boys down there at the Austin Building Dept. checked it all out well during the remodeling process.

Seriously hard to tell much from the pictures, but in picture #4 that 2x4 under the window frame is definately prone to some wood decay. Water running in from the outside from the fountain has to be causing some issues I would think.
If the original patio pour was still used for the room enclosure and the above room addition, then I would definately recommend a SE.
