The graffiti is probably from another inspector to show that he was under the house. It is not unusual for inspectors or termite inspectors to place chalk markings on piers or floor joists to have as proof they entered the crawlspace. Its a CYA thing.

Looks like a piece of drywall laying at the base of the pier (or whatever you would call that blob of concrete). My guess is a bored worker hiding under the house waiting for quitting time.
