    Default whats going on with this concrete block?

    Gents, There's a bunch of small circles that seemed like water seepage holes, but they test dry and some of them are on the wall adjacent to the garage slab (so the other side is covered and shouldn't get wet). Also, based on their positions, I can rule out nails for shelving and pictures. Appreciate the insights and minimizing the speculation.
