Hidden room
What do you think they had in mind for this room.
I'm not sure if they wanted a safe room or somewhere to hide or a room to pump water when the water table was high.
Any suggestions?

The opening is probably the minimum requirement for access or ventilation.

Re: Hidden room
James,
With the limited info, and what seems to be 'wood framing' or foundation sill plate visible through that window opening for the 'room', maybe this was meant to be a cavity for future installation of a 'walk-out type' bulkhead?
