That breaker must control a life support system for someone to be that serious to keep it from being cut off.

Did it effectively ground that handle to the cover?
Was it an approved grounding screw and not a sheet metal screw?
Actually, given as that was an FPE panel, that handle may not have been installed there to keep someone from turning that breaker off, that handle may have been put there to help grasp the cover during removal while holding the breakers in place with the other hand so the breakers did not fall out when the cover was removed.
