What slope is your roof? Sloped or flat (low slope)?
Why are you considering re-roofing with a single ply membrane unless the roof is under 2-1/2 inches in 12 inches slope?
You would need to address the roof covering through the 2007 Florida Building Code, Building (actually,the Existing Building Code, but it will kick you back to that code), and, you are not in a HVHZ (High Velocity Hurricane Zone area as only Miami-Dade and Broward counties are HVHZ, the other counties all opted not to use those higher standards.
You can get some discounts by taping the joints of the roof sheathing or installing a peel and stick underlayment which seals the roof as a secondary barrier.
