Exterior hose bibs
Does anyone know where in the California Plumbing Code does it state the requirements (if any) for exterior hose bibs?

603.2 Backflow Prevention Devices, Assemblies, and Methods.
603.2.3 Hose Connection Backflow Preventer. A hose connection backflow preventer consists of two independent check valves with an independent atmospheric vent between and a means of field testing and draining.
603.4.7 Potable water outlets with hose attachments, other than water heater drains, boiler drains, and clothes washer connections, shall be protected by a nonremovable hose-bibbtype backflow preventer, a nonremovable hose bibb-type vacuum breaker, or by an atmospheric vacuum breaker installed at least six (6) inches above the highest point of usage located on the discharge side of the last valve. In climates where freezing temperatures occur, a listed self-draining frost-proof hose bibb with an integral backflow preventer or vacuum breaker shall be used.

I need to clarify the original question. Are hose bibs required at the exterior (ncluding garage), and if so, where does it state that in the CPC?

Sorry about being so flippant with my remark. I briefly searched through the 2007 CPC and was unable to find any requirement for exterior hose bibbs. I do find the references that Mark noted which require vacuum breakers, but that is not what you are looking for. As most of the people on this board are familiar with the IRC and not the California codes, it is likely that not many can help. Jerry McCarthy is often on this board and he might chime in.
As an alternative, are you a CREIA member? CREIA has their own bulletin board with inspectors that might be of some help specific to CA codes.

i use table 4-1 of the califonia plumbing code which does not require a hose bibb. good idea but not codified.
